Le Département de la Haute-Loire s’engage dans la réduction des émissions de gaz à effet de serre et l’adaptation de notre territoire aux effets du changement climatique. Pour cela, un Bilan des Émissions de Gaz à Effet de Serre (BEGES) a été produit en 2021 et un plan d’action (plan de transition) visant à réduire nos émissions a fait l’objet d’un vote de l’assemblée départementale en mars 2023.
Notre plan de transition 2023-2025 se décline autour de 7 axes stratégiques qui sont au cœur des compétences du Département, à savoir : les déplacements, les routes, les bâtiments/énergie, nos achats, le numérique, l’alimentation et la séquestration carbone.

Aujourd’hui, les différentes études scientifiques estiment que le numérique est responsable de 2,1% à 3,9% des émissions de gaz à effet de serre au niveau mondial.
Le Département souhaite affirmer son ambition de créer les conditions d’une stratégie numérique soutenable pour la planète et profitable à toutes et tous, dans un contexte d’urgence climatique et de prise de conscience des impacts environnementaux et sociaux du numérique.
Pour ces raisons, le Département souhaite s’engager dans une démarche ambitieuse « Numérique Responsable » pour :
• Franchir une première étape d'engagement vers un numérique plus vertueux
• Communiquer en interne comme en externe sur sa démarche qualité
• Rejoindre un réseau d’organisations pionnières en matière de changement
L’article 35 de la Loi REEN1 et son décret 2022-1084 dispose que chaque collectivité doit élaborer pour 2025 une stratégie numérique responsable visant à réduire l’empreinte environnementale du numérique sur son territoire et prévoir les mesures nécessaires pour atteindre les objectifs fixés. Le parti-pris revendiqué par le Département relève d’une acception large de la responsabilité en matière de numérique.
Planned commitments and actions
- Raise awareness on Sustainable IT (e.g. information workshop, MOOC, dissemination of good practice guides)
- Organise a Digital Cleanup Day
- Deployment of a security plan for its digital environments (antivirus, VPN, supplier audits, permanent monitoring)
- Evaluate the robustness of its infrastructures (regular tests) and prioritise European infrastructures
- Engage with actors in the reuse sector and/or the social and solidarity economy in the management of the end-of-life of my equipment
- Encourage diversity among my service providers, particularly in relation to disability issues
- Measure the energy consumption and impact of my Information System (multi-criteria analysis)
- Favouring low-impact energy sources
- Measure the impact of its digital services (e.g. frequency of use or energy consumption) using a multi-criteria and global approach to the entire service (equipment, servers, networks, etc.)
- Facilitate the proper semantic understanding of its digital services in a clear and educational language
- Participate in or encourage the co-construction/experimentation of Tech4Good

- Manage my fleet with an inventory by category
- Measure the lifespan of my equipment by type
- Favour the purchase of sustainable equipment (reparability and durability criteria)
- Engage with actors in the reuse sector and/or the social and solidarity economy in the management of the end-of-life of my equipment
- Integrate environmental requirements in my calls for tender and establish a dialogue and measurement elements over the duration of the service with my suppliers
- Ensuring that its suppliers and service providers comply with their GDPR requirements or follow the principles of the GDPR in compliance with locally applicable data protection rules for other countries, environmental, social and diversity
- Avoid unnecessary energy consumption e.g. by switching off at night, weekends and holidays
- Ensure diversity in the recruitment of IS teams (initial and continuing training, diversity of training, origins, disability status)
- Encourage gender diversity in the digital field at all levels
- Promote work-life balance by, for example, respecting the right to disconnect and arranging for teleworking measures
- Develop in open source to enable virtuous emulation of its ecosystem
