Située dans le département de la Seine-Maritime en Normandie, Elbeuf sur Seine est une commune de près de 17 000 habitants. Deuxième cœur d’agglomération au sein de la Métropole Rouen Normandie, Elbeuf sur Seine est une ville-centre qui dispose de très nombreux services, équipements et commerces, accessibles aux 60 000 habitants du bassin elbeuvien. Idéalement situé en bord de Seine entre Rouen et Évreux, c’est un territoire riche de culture, de nature, de sport et d’animations programmées tout au long de l’année. Reconnue pour son patrimoine exceptionnel lié en particulier à l’industrie textile en activité de 1667 à 1979, Elbeuf sur Seine a su préserver les vestiges de ce passé glorieux en les intégrant dans une rénovation urbaine résolument moderne.
