Presentation

Si les solidarités humaines sont sa priorité, le Département de la Seine-Maritime intervient sur de nombreux aspects concrets pour améliorer le quotidien de ses habitants.

Chef de file de l’action sociale
La loi de Modernisation de l’Action Publique Territoriale et d’Affirmation des Métropoles (MAPTAM) du 27 janvier 2014 a désigné le département comme "chef de file" en matière d’aide sociale, d’autonomie des personnes et de solidarité des territoires. La loi portant sur la nouvelle organisation territoriale de la République (NOTRe) du 7 août 2015, qui applique désormais le principe de spécialisation des départements, réaffirme la vocation de la collectivité départementale de promotion des solidarités et de la cohésion territoriale.
L'action sociale constitue donc l'essentiel des compétences départementales. Le Département lui consacre près de la moitié de son budget annuel soit 850,4 millions d’euros pour l’année 2020. Elle traite notamment des personnes âgées ou handicapées, de l'enfance, de l'insertion des personnes en difficulté, de la précarité énergétique.

L'équipement
Le Département assure l'aménagement et l'entretien de la voirie départementale. Il participe également au financement de la voirie communale. Il gère aussi l'aménagement et l'exploitation des ports de commerce et de pêche.

L'aide aux communes
Le conseil départemental aide les communes et les intercommunalités à investir et à s'équiper. Quelques exemples : alimentation d'eau potable, assainissement, financement d‘équipements communaux (églises, mairies, gendarmeries, centres de secours), protection de l'environnement, aménagement foncier.

L'éducation, la culture, le patrimoine
Le Département pilote la construction des collèges et s’occupe de leur entretien. Il contribue aussi à certains de leurs équipements : informatique, bibliothèques de prêts. De plus, il joue un rôle culturel important à travers des subventions à des festivals ou à d’autres manifestations d’envergure.

Le développement économique et social
Le Département favorise les activités essentielles à la vie quotidienne : petits commerçants, école, services publics de proximité. Il travaille aussi dans le secteur des PME-PMI et celui de l’artisanat. Il participe enfin à la modernisation de l'agriculture et à l'installation des jeunes agriculteurs.

L'environnement, le tourisme
Le Département protège au mieux l'environnement. Il veille à la préservation des espaces naturels sensibles (ENS), surveille la gestion de l'eau et des déchets et a la responsabilité des itinéraires de promenades et de randonnées.
